The FIFA that Blatter built

FIFA President Sepp Blatter has gained a lot of support from many smaller nations during his 17-year reign. Critics say FIFA’s spending on soccer development programs for these countries cemented their loyalty, while FIFA says these are the places that really need help to develop their infrastructure, such as playing surfaces. A Reuters analysis of one of the major initiatives, the Goal Programme, shows how the populations of these smaller nations have disproportionately benefited. Here’s how that world looks:
